According to the 2006 Guinness Book of World Records, the Most Severe Library Penalty was…jail time. Beverly Goldman of Clearwater, Florida (USA) was arrested in January 2000 for “seven counts of failing to return overdue library books.” The materials that she had kept out for 16 months were worth $127.86.
